Hurricane Isaias rapid impact analysis
Oct. 20, 2026
Key takeaways
- ICE Climate’s Hazard Watch enables rapid measurement of exposure to — and potential financial impacts from — Hurricane Isaias, which caused significant impacts to the southeastern gulf coast of the United States in early October 2026, across municipal debt, corporate debt, and real estate-linked securities.
- Flooding is a major source of exposure: approximately $59B in aggregate unpaid residential mortgage balance falls within the flood-exposed areas, compared with ~$17B within hurricane-force (64kt or greater) wind speed paths.
- Mortgage delinquency uplift tied to hurricane-force winds is expected to be significant in areas of the Florida panhandle and southern Alabama. Delinquency uplift rates are estimated using a proprietary econometric model published by ICE Climate.1
- About 67,000 corporate asset locations were exposed to wind and floods, including ~5,000 locations exposed to hurricane-force winds and ~18,000 locations in flood-exposed areas.
- Over 16,000 municipal bond securities (CUSIPs), representing about $129B in outstanding debt, are exposed to wind and flood risk from the storm. The three largest use-of-proceeds categories by debt issuance (Electric & Public Power, General Purpose/Public Improvement, and Hospitals) together account for about 42% of that debt.
- Wind damage in Alabama may have been partially mitigated by the state’s fortified roof program. Alabama holds approximately 80% of the nation's fortified homes, concentrated in Mobile and Baldwin counties following state grant programs launched in 2016.2 Isaias narrowly missed both counties with hurricane-force winds, though Baldwin sat within the 50kt band. After Hurricane Sally in 2020, fortified homes demonstrated 73% fewer claims and 15% lower claim severity than conventional homes. These kinds of resilience programs may become ever more important in many areas in the upcoming decades.

The map below (Figure 1) shows the observed wind speed paths (34kt, 50kt and 64kt thresholds, nested within one another) and the flood footprints of the hurricane used in this analysis, covering October 5 to October 12, 2026.

The table below summarizes residential property exposure by the type of hazard. (Note: because hurricane wind speed paths and flood-exposed areas often overlap, these numbers cannot be summed across rows). Roughly 91% of flood-exposed properties lie outside FEMA Special Flood Hazard Areas (SFHAs). Outside of SFHAs, flood insurance is generally not required for federally backed mortgages, so a substantial share of this exposure may be uninsured.
| Hazard layer | Properties | Open mortgages | UPB |
|---|---|---|---|
| Tropical Storm-34kt | 3.6M | 388k | $75B |
| Severe Tropical Storm-50kt | 1.3M | 164k | $37B |
| Hurricane-64kt | 400k | 65k | $17B |
| Flood-exposed areas | 1.3M | 276k | $59B |

In a recent whitepaper3, ICE Climate estimated mortgage delinquency uplift rates in the aftermath of extreme weather events. Based on that modeling, the map below shows estimated mortgage delinquency impacts associated with Hurricane Isaias within the area exposed to hurricane-force winds (64kt winds or higher). Across these 72 exposed zip codes, about 70% of properties were exposed to such winds on average, while the average projected delinquency uplift over the next few months is about 14%.

While ICE continues to monitor Isaias' impacts, this rapid assessment demonstrates how location-linked intelligence can help clients quantify storm exposure across municipal debt, corporate, and mortgage-related holdings.
